2016 extended producer responsibility: a lifecycle framework

Responsibility throughout the lifecycle

Extended producer responsibility moves producers' resource and environmental obligations beyond manufacturing into design, distribution, consumption, recovery and waste disposal. Ecodesign, recycled inputs, regulated recovery and disclosure form a lifecycle responsibility chain. This provided the policy background for subsequent battery coding, collection networks and traceability.

Initial product groups and historical targets

The first priority groups were electrical and electronic products, vehicles, lead-acid batteries and packaging. The plan set milestones for 2020 and 2025 covering policy development, regulated recovery, recycling and ecodesign. These were policy targets at the time, rather than demonstrated results for an industry, company or machine.

Responsibilities for automotive products

Vehicle design was to consider recyclability and dismantling, favour recycled and environmentally safer materials, and provide independent repairers with necessary maintenance information and diagnostic access. Manufacturers were encouraged to work through after-sales networks with qualified dismantlers and remanufacturers, building reverse collection and lifecycle information systems.

Specific provisions for traction batteries

Electric-vehicle and traction-battery producers were to establish collection networks, use after-sales channels to collect waste batteries, publish collection information and ensure regulated, safe handling. Battery manufacturers were to code products and establish lifecycle traceability; Shenzhen was among the cities identified for early implementation.

Public disclosure and controlled technical access

Quality, safety, durability, energy efficiency and hazardous-substance information were intended for public disclosure. Component structures, dismantling information and material composition could instead be disclosed specifically to recovery businesses. Equipment projects therefore need controlled access to technical information, rather than public disclosure of all technical details.

How later rules developed the framework

The 2018 management and traceability measures developed producer responsibility, coding, service networks and reporting. Six-ministry Order No. 73 of 2026 subsequently reorganised lifecycle responsibilities and legal liability as a departmental regulation. This plan explains the origins of the system; current projects must follow the 2026 regulation and applicable standards.
