Nine authorities issue NEV plan targeting 70% of passenger vehicle sales by 2030

Nine Chinese authorities published the 15th Five-Year Plan for intelligent connected NEVs on 10 September 2026. At a briefing the next day, MIIT said it targets NEV shares of 70% in new passenger vehicle sales and 40% in commercial vehicle sales by 2030.

Consumption targets include about 3.3 litres per 100 km for passenger vehicle fuel use and 11.5 kWh per 100 km for battery electric passenger cars. The plan sets out 17 tasks, four major projects and three actions covering technology, industry development, governance and international cooperation.

Green development measures include exploring vehicle emissions and battery carbon footprint management and accelerating battery digital identities. Standards and testing capacity form one of the major projects.

The briefing also outlined stronger market-entry review, testing and production-conformity oversight, alongside functional, cyber and data security systems.
