Draft battery recycling guidance proposes over 50 national standards by 2030

MIIT released draft battery recycling standards guidance on 15 September 2026, proposing more than 50 new or revised national standards by 2030 across the industry chain and product lifecycle. Consultation runs from 16 September to 15 October.

The framework has six areas: general provisions, collection and classification, physical treatment, chemical treatment, recovered products and environmental performance. It covers lithium-ion and nickel-metal hydride batteries for vehicles and electric bicycles, excluding lead-acid batteries.

Physical treatment topics include dismantling, powder preparation, crushing, grinding and sorting. Chemical treatment covers metallurgy, synthesis and equipment. Product standards distinguish intermediate feedstocks such as black mass from recovered materials, while environmental topics include energy, emissions, verification and waste treatment.

The notice provides the draft guidance and a feedback form for submissions to MIIT’s science and technology department by the deadline. Individual standards proposed in the guidance will follow their respective development or revision procedures.
