2025: coordinated implementation of the recycling system

Why a cross-department task force was needed

Battery collection spans battery and vehicle manufacturing, swapping and leasing, repair, vehicle dismantling, transport and processing. The action plan sought a regulated, safe and efficient system, with a task force coordinating responsibilities across departments.

Three priorities at the first meeting

The meeting on 26 May 2025 addressed legislation and standards, including lithium-battery safety requirements; lifecycle supervision and digital flow monitoring; and coordinated development of technologies, processes and equipment. Enterprise listings were to remain subject to both admission and removal.

More than additional capacity

The meeting also called for enforcement against illegal dismantling pollution and unlicensed operations. Project assessment therefore includes lawful feedstock, safe operations, effective pollution control, traceable destinations and assigned responsibilities. Equipment upgrading should be coordinated with management, standards and reporting arrangements.

The subsequent 2026 regulation

Six-ministry Order No. 73, promulgated on 31 December 2025 and effective from 1 April 2026, gave specific form to the programme. It establishes producer collection duties, project procedures, regulated transfers, digital identity, reporting and penalties.

The platform and second meeting

The national traceability platform launched on 31 March 2026. On 28 May, the second task-force meeting called for joint enforcement against improper transfers, traceability failures, illegal dismantling pollution, unlicensed operations and nonconforming battery products, while continuing development and application of advanced equipment.

Implications for engineering projects

Equipment and line plans can support incoming checks, controlled dismantling, safety interlocks, code-to-material association, destination records and coordination with environmental facilities. These design measures do not replace checking applicable standards, project procedures and site conditions.
