CNCA issues certification rules for stationary second-life UPS and EPS batteries

China’s CNCA issued certification rules for stationary second-life batteries on 25 September 2023, effective upon publication. They cover battery packs made from retired automotive batteries for UPS uninterruptible and EPS emergency power supplies.

The basic model combines initial factory inspection, type testing and post-certification surveillance. Certification bodies may add production, market or in-use sampling according to risk.

Applications include product descriptions, key component information, process documentation and traceability reports linking finished packs, constituent batteries and source businesses. Factory inspections examine quality assurance and product consistency.

This article records the 2023 arrangements. MIIT’s July 2026 announcement called for review, repeal or revision of second-life policies and standards; subsequent application of the certification rules depends on current authority and certification-body arrangements.
