Regional guidance for nine Yellow River provinces/regions; 2025 is a historical target

A defined regional scope

The guidance addressed nine Yellow River provinces and regions: Shanxi, Inner Mongolia, Shandong, Henan, Sichuan, Shaanxi, Gansu, Qinghai and Ningxia. Industrial location, water conservation, energy and carbon reduction, cleaner production, waste utilisation and digital upgrading were its wider priorities; battery recycling was one component.

Historical milestones for 2025

The guidance sought greener industry by 2025, including lower energy, water and carbon intensity, greater wastewater circulation and solid-waste utilisation, and improved cleaner production and digitalisation. These were regional policy targets, not acceptance metrics for an individual battery project or machine.

Battery recovery within resource utilisation

The solid-waste section called on provinces including Shanxi, Sichuan and Shaanxi to implement producer responsibility, strengthen traction-battery traceability and develop recycling projects. This sat alongside industrial solid-waste utilisation, high-value resource parks and planning for retired solar and wind equipment.

Site selection and local resource conditions

The guidance emphasised controlling water- and energy-intensive projects, locating businesses in industrial parks, wastewater circulation, water-quality matching, efficient equipment and clean energy. Regional battery projects therefore need to consider water resources, park admission, regional environmental assessments, energy conditions and local implementation alongside national rules.

Digital management beyond code scanning

Lifecycle resource data were to support flow monitoring, energy and water efficiency and environmental management using connected technologies. An engineering data architecture can link battery identities, material batches, process energy consumption, product destinations and environmental-facility status.

Relationship to national rules

The guidance applies national responsibility and traceability policy to regional industrial development. It does not create a new nationwide battery-traceability regulation. Compliance must be assessed separately against current national regulations, local rules and project approvals.
